BIOGRAPHY
Besim Kamberaj, is born on 19.04.1977 in Mitrovica. He finished his primary school and gymnasium in Mitrovica.
He graduated from the Faculty of Economics at the University of Prishtina. He continued his postgraduate studies of Master’s degree at the University “BRIE-Giurgu” in Romania and Germany, in the field of international business informatics/computing. He is a PhD candidate in Management at the “University SMCU”, Switzerland. He published several scientific papers and from 2018-2020 has been engaged as a professor at Heimerer College.
After several years of experience in the private sector, in 2003 he moved to the public sector where he currently is for 16 years. Initially from 2002 to 2005, he was part of the Ministry of Public Services, then from 2005 to 2017 in the Ministry of Local Government Administration, in which he held various managerial positions such as: Director of the Department for Reforms and European Integration, Director of the Department for Regional Development and European Integration, Head of the Department for Regional Cooperation and Development. From 2017 to March 2018 he served as Secretary General in the Ministry of Regional Development, then in the same Institution, he changed his position to the Director of the Department for Regional Development, which lasted until September 28, 2020.
From 28.09.2020, Mr. Kamberaj exercises the position of Deputy Secretary General in the Ministry of Regional Development.
Mr. Kamberaj is a Certified Expert in Business and Asset Valuation, Certified Trainer for European Affairs, has also completed the Political School organized by PIPS and the Council of Europe, and has attended advanced trainings in Japan on Local Government, including also the operation of public enterprises, advanced trainings for Regional Development in Germany, advanced trainings for Diplomacy, International Relations in the Netherlands and Kosovo;
Mr. Kamberaj, has a long experience in managing projects with various donors such as: EU Office in Kosovo, USAID, GIZ, SDC / Helvetas, World Bank, as well as regional experience in managing cross-border cooperation programs with neighboring countries (Albania, Northern Macedonia and Montenegro).
OTHER PROFESSIONAL EXPERIENCE
– (07.03.2008 – 30.06.2008) AGEF – DAWIDAK (Employment Promotion Agency) in cooperation with ETF (European Training Foundation), Position: Expert.
– (2004 – 2005) ZDF (ZweitesDeutschesFernsehen) – Germany in the IT Department, Information Technology and Systems Division, Business Planning and Realization. Position: Researcher;
– (2001- 2003) “Syrigana-shped” – Mitrovica, Position: Company Director;
– (2000 – 2001) Security Company “Balkaninternational”, Prishtina, Position: Security Project Manager.
Mr. Kamberaj, is married and has three children: one son and two daughters.
Fluent in English, Serbo-Croatian, average knowledge of German and basic knowledge of Romanian language.
